The purpose of the article is to present the theoretical characteristics of the main aspects of higher education libraries, the essence and role of free educational libraries in the higher education system, the process of designing library information resource "Single Library Space" as a variant of library modernization in higher education and science. the purpose and role of the resource, its structural construction are determined. The research methodology is based on the textual method in determining the origin of library institutions and the current state of development of libraries of higher education institutions; method of analysis / synthesis in the study of theoretical foundations, functions and structure of higher school libraries, in the study of automation of library processes; designing the concept of the Unified Library Space, its structure and principles of functioning; method of concretization of structural construction of the created resource "Single library space". The scientific novelty of the work is the creation of the concept of library and information resource of the university "Unified Library Space" on the basis of Internet technologies, which contributes to the modernization of the library system, education and science of Ukraine. Conclusions. Characterizing the state of modernization of processes in the activities of libraries of higher education institutions of Ukraine, we determined that today there is an active transition to automated systems of library processes. However, modernization is determined not only by the introduction of computer information systems, but also by the transformation of understanding of the library, reforming its structure and improving the quality of staff education. The essence of the Unified Library Space in the system of higher education institutions is expressed in the transformation of the classical understanding of the electronic library. This resource is aimed at the interaction of libraries of higher education in Ukraine and the unification of common efforts to form a single universal fund with the prospect of communication
