Мета роботи – дослідити зміни, що відбулися в мережі публічних бібліотек у результаті реформи місцевого самоврядування та децентралізації місцевих громад. Методологія дослідження базується на застосуванні сукупності спеціальних методів дослідження (статистичний, порівняльний, ретроспективний) і загальнонаукових (аналізу, синтезу, узагальнення та аналітико-синтетичного опрацювання інформації). Наукова новизна роботи полягає в розширенні уявлень щодо перетворень у мережі публічних бібліотек України під впливом адміністративного реформування. Висновки. Констатовано, що стратегічно важливим напрямом державної регіональної політики України є реформування бібліотечної системи. Адже саме бібліотеки є одним з елементів якісного розвитку людського капіталу. Визначено, що функціонування сучасної публічної бібліотеки як відкритого інституту залежить від кількох чинників: внутрішніх факторів організації діяльності (приміщення, фонд, технічне оснащення, персонал тощо) та зовнішнього середовища. Виявлено, що інформаційні ресурси є важливим потенціалом та складником стратегії покращення багатьох сфер життя людини, а утримування на балансі громади сучасної конкурентоспроможної бібліотеки покращує духовний, інтелектуальний і матеріальний розвиток громадянського суспільства. Доведено, що реформа, вплинувши на внутрішню структуру бібліотек, організацію надання бібліотечно-інформаційних послуг в умовах ОТГ, одночасно надає всі можливості для створення книгозбірень під нагальні потреби громади, адже саме розвиток обслуговуючої інфраструктури впливає на загальнокультурний та освітній рівень населення
